Issues with M.2 SSD Speed on Asus ROG Crosshair X870E Apex

I'm having trouble with my Gen 4 M.2 SSD running on an Asus ROG Crosshair X870E Apex motherboard paired with a 9950X3D processor. I've replaced a Samsung 990 Pro SSD due to similar issues, and after updating the motherboard's BIOS, my new 990 Pro is still showing speeds as low as PCIe Gen 1. I can't figure out the cause. I also have four other M.2 drives that work fine, which makes me think there might be a firmware issue on Samsung's side. I've tried various troubleshooting steps like clearing the CMOS, performing different types of boots, and experimenting with RAM training on my Hynix A-die 6000MHz kit, but nothing seems to stick. I'm not using Precision Boost Overdrive or any overclocking apart from my memory. Any suggestions on how to resolve this frustrating situation? I bought this SSD at a great price, but now I'm just struggling to get it to perform.

Have you thought about trying the SSD in a Gen 4 only slot? Disabling power management features can sometimes help too. It might seem basic, but it’s worth a shot to see if that stabilizes the speeds.

Make sure you've updated the firmware for your SSD. There might be little quirks based on older versions. Here’s a link to a Samsung community thread about the 990 Pro's slow speeds; it might have some insights that relate to your issue!

I've already updated it since I first got the SSD. The other one I returned had the same problem even with the latest firmware. It’s really hit or miss on when it actually negotiates full speeds.

Check your motherboard manual for lane sharing issues, as that could interfere with the speeds of your drives. Also, look into your BIOS settings; sometimes things can be set to limit speeds automatically. Manually configuring each drive's speed might help too.

Lane sharing hasn't been a problem since the m.2 slots are working at full speed when used. Manually setting the drive speed didn't improve negotiation either.
