I think ManageEngine ServiceDesk has a free tier available for their ticketing system, and you can have up to 5 technicians on it. Might be worth a look!
You might want to check out GLPI or Redmine. Both are solid choices for a ticketing system and can be configured to fit your needs quite well.
Zoho and Freshdesk are also popular options. There are tons of choices out there, so you should be able to find something that fits well!
I actually created a ticketing system using Power Automate with SharePoint Lists. It served 3 IT staff and 120 users really well for free! Just a thought if you're up for DIY solutions.
