Looking for GPU Recommendations for My Old PC Setup

I'm feeling a bit lost with GPU and PC hardware choices lately. The last time I built a rig, the GTX 1660 was considered mid-range. Right now, my setup includes a Ryzen 5 2600 (which I know I should upgrade, so I'd appreciate suggestions for that too), a GTX 1650 4GB (which I plan to replace first), and a Gigabyte B450M DS3H motherboard. I'm looking to spend around €200 or less on a GPU, and I'm open to used options. Just a heads-up, prices can vary quite a bit over here in Europe compared to North America. If you're looking for an upgrade, the RTX 3060 with 12GB might be a solid choice if you can find one in your price range. For your CPU, consider the Ryzen 5 5600; it's a nice step up from your current one.

Should I buy the GPU used? And will I need any extra cables for it? I have a 650W PSU, which I assume is adequate.
