I've got an Intel i5 6500, a GTX 750 Ti, 16GB of DDR3 RAM, and a 600W power supply. I'm considering an upgrade, but I'm hesitant about switching to DDR4 because of the high prices. I'm trying to keep my budget under $500 to $400. What should I prioritize for upgrading?

It really depends on what you need the upgrade for. If you're just looking to run some modern games that your current setup struggles with, clarify what games you want to play and if your peripherals are all good.
For your budget, buying a complete used PC could be the best option. If you can find an AM4 setup or an equivalent Intel one, that could give you a nice upgrade path.
I wish I could, but my uncle is planning to help me with the upgrade while he's in China next month. He's said there are cheaper second-hand parts there, but he’s not familiar with PC components. I was eyeing something like an i5 10400F and a 3060, but I'm a bit unsure about it.
Whatever you do, definitely consider upgrading to an RTX series card. They offer great performance for modern gaming.
