I was out in heavy rain last night and had to keep using my iPhone for navigation even though it has a broken glass back. Now, the screen is flickering and the back cameras are fogged up. Am I in big trouble here? Is there any hope for my phone?

It sounds like water got inside your device, which isn’t good at all.
This phone has an IP68 rating, which means it should handle some water exposure. If it's under warranty, Apple or your carrier should replace it. If not, you may need to send it in for repairs and see what options they offer. Just keep in mind that if the phone was already damaged, the water resistance might not work as intended.
I suggest setting up a repair for it. That's probably the best move right now.
