I need help! My brand new laptop is booting into something called GRUB. I thought I could fix it by reinstalling Windows, but now my touchpad isn't working, so I can't do anything. I'm really frustrated because I just bought this laptop a day ago and now it feels useless. What happened, and how can I fix this?

Try entering your BIOS setup and setting the USB drive as the primary boot device. This should allow you to boot from the Windows installation media and reinstall your operating system without needing a functional touchpad.
It sounds like your laptop might have a Linux operating system installed, which is why you're seeing GRUB. If that's the case, this is normal behavior. To reinstall Windows, try using a USB mouse if your touchpad isn't working, or check your laptop's BIOS settings to make sure it's set to boot from your USB drive.
I plugged in a mouse and it worked for me! Good luck!
You might have accidentally set it up for a dual boot with Linux and Windows. That GRUB menu is used to choose between them. If you're trying to reinstall Windows, plug in a USB mouse or try using the arrow keys on your keyboard. This should help you get around until you can install the OS.

Thanks for the tip! I'll try that.
