I recently got a new PC case because my old one wouldn't power up when I hit the power button. The motherboard lights come on, but nothing happens when I try to start it. I've swapped in a different case, but the same issue arises. I'm confident the power supply works, as I've tested it with two different motherboards and CPUs, but the problem persists. I did short the pins like you suggested, and it didn’t boot. I even attempted the paper clip test on the PSU's 24-pin cable, and it worked fine. The PSU fan spun, so that's definitely good. It's confusing because the motherboard lights indicate something is getting power. I'm starting to think it's either the power button or a wiring issue.
Have you tried shorting the power switch pins on the motherboard? If everything works outside the case and the only change is moving it inside, that's a good place to start. It might also be an issue with the power button on the case or the front I/O pins on the mobo.
