I plugged in my PS4 and the power light is blue, and I hear the fans spinning. However, I'm not getting any HDMI signal, and the USB ports aren't working either. What could be the issue, and how can I fix it?

It sounds like you might have a motherboard issue since both the HDMI and USB aren't working. Before jumping to conclusions, make sure to test with a different HDMI cable and try connecting to another TV to rule out those possibilities. If that doesn't help, a repair shop will likely need to take a look at your HDMI chip or the motherboard itself.
You're probably looking at a dead motherboard power rail because both the HDMI and USB ports are unresponsive. If those steps with the cables and TV don’t work, it seems like a repair might be your best bet.
