Need Help Choosing a GPU, Cooling Unit, and PSU

Hey everyone, I'm looking for some advice on picking a GPU that's worth the money. I've come across a few options: the 5060 TI dual fan for $410, the 5060 TI three fan with RGB for $450, and the 9060 XT three fan for $380. All of them have 16GB of memory. I'm also trying to decide on a CPU cooler. Should I go for the Peerless Assassin V3 at $37 new, or the Arctic 280 water cooler with RGB for $57 refurbished? My setup includes an i5 14600k CPU, a Z790 motherboard, 32GB of DDR5 RAM, and a 990 Evo Plus 1TB SSD. I'm wondering if a 650W PSU will be enough and if there are any potential bottlenecks in my build.

I think the 3090 Ti would really outperform those 5060s, but I get that you're not looking to spend over $450. However, if you can find that 3090 Ti for $380, I'd say it's a steal! Just keep in mind that a 650W PSU probably won't handle it well, and you might run into a bottleneck with your CPU, especially with the i5 14600k.

With that CPU, you'd want at least an 850W PSU, maybe even 1000W or more depending on your full setup. Some good PSU options are Corsair RMx, BeQuiet! Pure Power 12 M, or the NZXT C1. As for the cooler, if your case has decent airflow, the Peerless Assassin should work just fine!
