I'm currently using an RTX 3060 Ti paired with a Ryzen 9 5950x and I've got a 650W gold PSU. However, I'm experiencing significant frame drops after about 10 minutes of gaming – going from around 300-350 fps down to 80-100 fps in CS2. Do you think this is a power supply issue, or could it be something else?

It's probably for your MOBO VRMs throttling you. What MOBO?
It's probably not your PSU causing the problem. If it were, you'd likely see your system shut down entirely rather than just experiencing frame drops.
What else could it be then?
