New PC Build Not Booting Properly – Need Help!

I recently put together a new PC for my friend, but we're hitting a snag. Initially, it booted to the BIOS, but after exiting it and trying to restart, both monitors display 'no signal.' We reused the PSU, storage (including Windows installation), CPU, RAM, and GPU from their old build, so the only new components are the motherboard, case, and an AIO cooler, along with a new M.2 drive. We managed to get it back to the BIOS a couple of times, but it just keeps giving us the 'no signal' message. Could this issue point to a faulty motherboard, or is there another explanation? I'm not very experienced with builds, so I'd appreciate any insights!

When you power it back on, does it go straight to a black screen, or is there a delay before showing 'no signal'? If you have to hold the power button to turn it off, that indicates it’s not booting into Windows at all. Also, if you've never dealt with clearing the CMOS before, that might be something to try, especially since the motherboard is new.

Now it's booting to a screen saying 'booted in safe mode, press F1 to run setup,' which then takes us back to BIOS. It shuts off instantly when I press the power button – no spinning dots from Windows trying to start, except sometimes when it boots correctly. I’ve never cleared the CMOS, should I do that? Thanks!

It sounds like the old storage drive might be causing some issues since it still has the OS from the previous setup. When moving to a new build, it’s often better to do a fresh Windows installation to avoid conflicts with system files tied to the old motherboard.
