I just built a new PC with the following specs: https://pcpartpicker.com/list/bvy4TM. I can access the BIOS, but I can't get past the Asus splash screen. I've tried a bunch of things like swapping RAM locations, using 4800 MHz RAM without XMP, reflashing the BIOS, resetting the CMOS, updating the SSD firmware, and even using just one stick of RAM, but nothing seems to work. At one point, I managed to install Windows and boot from a live USB with Ubuntu, but after a restart, it won't get past the BIOS menu again. I feel like all my components should be compatible. Does anyone have any suggestions? I really appreciate any help! By the way, I found that switching from GEN5 to GEN4 PCIe in BIOS fixed the issue, but I'm curious if there are any other fixes.

You could also try connecting your monitor to the motherboard's graphics output instead of your GPU. If that helps, install the latest drivers for your graphics card, then switch back. It might solve the issue!
Have you checked your boot order in the BIOS? Make sure it's pointing to the right drive where Windows is installed. That might help get it to boot properly.
Tried that, but I couldn't use the motherboard graphics. However, I did find that switching from GEN5 to GEN4 PCIe made things stable again. My case's riser cable doesn't seem to support GEN5, which caused crashes when I tried updating GPU drivers.
