I have a small, single-user cloud account with modest monthly usage, mostly domain registration, a couple of serverless functions, a database, and DNS. I use 1Password for my credentials and keep the root account separate from the administrator account I use day to day. The administrator login and its MFA work normally, but I recently needed to make account-level changes and discovered that the root username and password are accepted while every MFA code is rejected. I do not currently have a paid support plan. What is the best way to regain access?

The MFA device may have drifted out of sync after the root account went unused for a long time. Try the account’s MFA reset or recovery process first; that resolved a similar issue for me.
You can open an account-and-billing support request at no charge, even without a paid support plan. Start it while signed in through the administrator account and identify the affected root account. AWS may require ownership or identity verification, and the response may take some time.
