Seeking Advice for Building a New PC with DDR4 RAM

I'm planning to build a new PC and I have a friend who gifted me his 64GB DDR4 RAM running at 3200MHz. Currently, I'm missing a GPU, CPU, and motherboard. I want to stick with the DDR4 RAM because DDR5 is quite pricey. I'm considering an RX 9070 XT for the GPU and am looking for a motherboard with LGA1700 to pair with an Intel i7-14700K CPU. However, I know the GPU might work better with an AMD CPU, but I'm struggling to find motherboards that support PCIe 5.0 and DDR4 RAM. My budget for the motherboard, CPU, and GPU is around €1,300, with a target of about €1,100. Any recommendations?

You don't need PCIe 5.0 for modern GPUs; PCIe 4.0 is perfectly fine. I'd recommend going for an AM4 chip like the 5700 or 5800 series to save costs, paired with a B550 or X570 motherboard. Also, stick to the 9070 XT instead of the 7900 XT since it's a solid choice at a better price.

Thanks for the advice, but isn't using PCIe 4.0 a downgrade?
