When building Amp HTML pages for a website, should they include a meta description and the other normal meta tags for SEO?

Meta tags are not supported as part of the Amp HTML spec. All of the traditional SEO fields that would be used in standard HTML fields are now restricted to the Json LD that is included as part of the spec for AMP. All pages should include the correct schema.org data.
