I'm looking to build a PC with a 9950X3D processor and I'm torn between using an air cooler or going with an AIO. There are so many conflicting opinions online; some forums suggest that a high-end air cooler like the Thermalright Phantom Spirit SE 120 is sufficient, while others insist that a 360mm AIO is necessary for optimal cooling. I've seen claims that a solid air cooler can handle up to 220W TDP, yet I've also read recommendations for AIOs starting from 120W TDP. I'd really appreciate hearing your thoughts on what's best for cooling this CPU. For reference, I'm considering the Thermalright Phantom Spirit SE 120 or SE 120 Evo for air cooling, and the Corsair iCUE Link Titan 360 RX LCD RGB for an AIO. Any advice would be greatly appreciated!

If you're going Ryzen 9, the Arctic Liquid Freezer 3 Pro 360 is really the way to go. It’s the best cooler out there—quiet and often cheaper than other options. You won’t regret it!
I have the same CPU and I’m using the be quiet! Silent Loop 3 360mm Liquid Cooler. But if you’re leaning towards air cooling, the DeepCool Assassin IV VC VISION is a solid choice too. Either way, aim for the best cooling since it's a critical component!
You might be surprised, but a well-designed air cooler can actually handle more than 220W. The Phantom Spirit Evo has been tested to manage 238W, and it’s one of the top tier 120mm coolers out there. If you opt for AIO though, look into the Thermalright or Arctic models for good performance too.
It all depends on your case's airflow. A big air cooler can definitely work well if you have good fresh air intake. With my NH-D15, I can keep my 14700K at reasonable temps even at high wattages. But if your airflow isn't great, an AIO might be the safer bet, even if it means adding a few extra fans.
I've seen a lot of positive feedback about the Arctic Liquid Freezer III Pro. It's typically cheaper and has a reputation for performing better than many Corsair coolers. Definitely worth considering!
If you decide on an AIO, I'd steer clear of Corsair; many users find their performance just okay, and there are better options available for the money.
I actually have the Arctic Liquid Freezer on my 9950X3D and it keeps my temps nice and low under both idle and load, which is fantastic!
