I'm upgrading from my current build, which has a 10900K and an RTX 3080. I'm looking to get either the 5080 or the 5070 Ti—maybe even a 9070 XT if I can find one at a decent price. I've heard Intel CPUs aren't the best, so I'm torn between the 7800X3D, which I can get with a motherboard and RAM for $500, and the 9800X3D for $650. While the 9800X3D has great performance, I'm not sure if that $150 difference is worth it, considering my budget.
I mainly game at 4K on my TV and 1440p on my desktop. I'm a bit worried about CPU performance since I often see my 10900K hitting 60-80% usage, especially in games with heavy NPCs and AI simulation like Stellaris, Civilization, Factorio, and Cities Skylines. I'd love to hear your thoughts on whether the extra cost for the 9800X3D is justified or if I should save some cash and stick with the 7800X3D.

If you can swing the 9800X3D, I think it’s worth it—it's only about $100 more than the 7800X3D on average. Considering you’re getting a high-end GPU too, it makes sense to pair it with the best CPU available.
