Why not just rent a server in the cloud? If your brother isn’t super committed, it’s cheaper and easier than building a whole rig. Plus, you don’t need a dedicated GPU for hosting; even an integrated GPU is enough to get set up.
You really don't need a GPU for a game server at all. I've been running a cluster of Ark: Survival Ascended servers on a Xeon machine that only has a basic graphics card for transcoding movies. The most important things are a fast CPU and plenty of RAM. For example, I'm running multiple game servers on a 5950X with 128GB of RAM.

In my experience with a Minecraft server, an integrated GPU can work fine. Just keep in mind that if you're only going to have a few players, 8GB of RAM should suffice, but I’d recommend going for 16GB to be safe. For CPUs, something like a Ryzen 5 or 7 would be more than enough without going overboard.
