I'm considering upgrading my 9060XT 16GB graphics card because it hasn't performed as well as I expected. I found a great deal on a 5070 at the price of a 5060Ti 16GB. Should I go for the upgrade or stick with my current card?

What specifically hasn't met your expectations with the 9060XT? If it's performance-related, keep in mind that the 5070 might not be a huge leap for you either.
It depends on your gaming habits. Are you commonly using more than 12GB of VRAM? If so, the 5070 might not meet your needs, but it's generally faster and offers better image quality along with better driver support. It’s a solid choice if you don't require that extra VRAM.
I personally think losing VRAM is a misstep. VRAM is crucial for the longevity of graphics cards. But, if the 5070 vastly outperforms the 9060XT and 5060Ti in all scenarios, then upgrading could be worth it. Just remember that VRAM is just one part of the overall performance.
