I currently have an Intel 13700KF paired with an RTX 4060 Ti 16GB. It's performing well for most games in 2K with max settings, but I'm noticing some struggles in titles like The Last of Us and Cyberpunk. I'm contemplating an upgrade and am torn between upgrading my CPU to an Intel 265KF now and getting a new graphics card later, or prioritizing the graphics card upgrade first. Which upgrade should I tackle first: the processor or the graphics card?

Stick with the 13700KF for now. It's still very capable for 1440p gaming. The 5070 is definitely going to outperform your current 4060, so that should be your upgrade priority.
Upgrading to a 265KF might not do much for you since it’s more of a side-grade compared to the 13700KF. Focus on getting that new GPU instead. The RTX 5070 would give you a noticeable increase in frame rates, especially in demanding games like Cyberpunk.
Honestly, I wouldn’t stress about upgrading the CPU just yet. The 13700KF is still a solid processor for gaming. You’d be better off investing in a new GPU. If you can swing it, check out the 9070XT; it provides great performance for the price.
For your situation, the GPU upgrade is the most crucial. While the RTX 5070 has slightly less VRAM than your current card, its advanced memory technology will handle 1440p much better.

Totally agree! No need to mess with the CPU right now. The 9070XT gives a performance boost similar to what you'd get from the new 5070Ti.
