I'm currently running a Ryzen 5 5600X with an RTX 3070, but I've started to experience some stuttering in newer games, and I'm facing CPU bottlenecking. I'm thinking about making a move to a Ryzen 7 5700X3D since they're going for over $250 online. However, I'm also considering the Ryzen 5 9600X along with a new motherboard and RAM instead. Does this sound like a smart investment, or should I hold off and save for a higher-end CPU? For reference, I usually game at 1440p and might upgrade my GPU within the next year.

I’d recommend considering a full system rebuild instead. If you lower your settings for now and hold off on the upgrades, you could save enough to construct a whole new rig in a year or so, which might be a better long-term move.
It might be more about the VRAM on your GPU or not having enough RAM (less than 32GB). If you're already planning to get a new GPU for 1440p gaming, maybe try that first and see if it helps with your performance issues.
If you're not going for an X3D CPU, the 9600X is definitely a solid choice. It offers great performance and is efficient, making it a worthwhile upgrade for your current setup.
The Ryzen 5000 series is beginning to show its age, maxing out around 100-120 fps in many modern games. Moving to a Ryzen 7000 or even the upcoming 9000 series could provide a significant boost, possibly even doubling your fps in CPU-limited scenarios.
Are you suggesting the 9600X wouldn't hold up with a high-end GPU? I really prioritize framerates over graphics.
