I'm currently running a Ryzen 5 2600X with an RX 580 on an ROG Strix X470-F motherboard. I'm debating whether to stick with the AM4 platform and upgrade the components or go for an entirely new build, perhaps in a smaller form factor like MATX or ITX. What are your thoughts?

I recently upgraded from a Ryzen 5 2400G and a 1650 Super to a Ryzen 7 5700X with a better GPU, and I can confirm that sticking to AM4 might be a good option if you're tight on budget. I still get amazing performance and can easily hit 144Hz in games with my entry-level AM4 motherboard. If you can invest around 70 to 80k, then a new build makes sense.
It really depends on how much you're willing to spend and what kind of performance you're aiming for. What are your priorities?
I'd say upgrade to a Ryzen 5 5600 or go for the 5700X3D if you have a bigger budget. Stick with AM4 for now until AM6 comes out, then consider upgrading. For the GPU, a 6700XT or something like the 9060 base would work well!
You could get a solid upgrade just by switching to a Ryzen 5 5600 or even a better option. Adding a new GPU can also give your current setup a performance bump and make it last longer before needing a full rebuild.
I'd definitely recommend going for a new build with AM5. You'll notice a significant boost in performance that makes it worth it!

True, but with RAM prices being high right now, switching platforms might not be the best move.
