I'm getting back into gaming after quite a while and feel the need to upgrade my setup. It's been over four years since I last updated my parts, and my frame rates are really lacking now. My current specs include a Ryzen 5 3600, GTX 1070 Ti, 48GB of DDR4 RAM, and several terabytes of storage. I'm hoping to game at 1440p. Is it smarter to upgrade my current components, or should I consider buying a new computer altogether? Will I see a noticeable difference if I upgrade? Any recommendations would be appreciated!

You should think about upgrading your current hardware instead of going for a whole new PC, especially given the high prices for DDR5 right now. For instance, getting a 5800XT for around $219 and a new GPU like a 9060XT 16GB for about $390 would make a significant improvement without needing to swap out major parts.

Also, remember that since your system is getting older, you might want to look into a new PSU too. If that fails, it could really mess things up for you.
