I'm in Canada and currently have an RX 6700 XT, an Intel i9-14900KF, 64GB of RAM, and an MSI B760 motherboard. I'm considering an RX 9070 XT, such as the ASRock Challenger model I found, but I'm wondering whether it would be worth doubling my budget for a more expensive graphics card.
My main goal is smoother gaming without sudden frame-rate drops. Cyberpunk 2077 gave me noticeable drops during firefights unless I lowered the settings significantly. Ideally, I'd like to play modern games at ultra settings, though consistent medium-to-high settings would also be acceptable. I mostly want to know whether my current system can take advantage of a $1,000-or-more GPU. I'm also waiting for a new SSD to replace my 2019 drive.

The RX 9070 XT is a major step up from the RX 6700 XT and should be an excellent choice for 1440p gaming. It can also handle 4K reasonably well, making it one of the better-value options if you want stronger settings and fewer frame drops without spending an extreme amount.
For a 1440p setup, the RX 9070 XT is probably the best bang-for-your-buck upgrade from an RX 6700 XT. There’s no reason to rebuild the whole computer, and spending twice as much on the GPU won’t automatically eliminate every hitch if a game has shader-compilation or streaming-related stutter.
A faster card such as an RTX 5080 would perform better at 4K and offer some additional features, but the price premium is difficult to justify for the relatively modest performance increase. Unless money is completely irrelevant, the RX 9070 XT is the sensible upgrade.
Just upgrade the GPU. The i9-14900KF and 64GB of RAM are already more than capable for gaming, so replacing the rest of the system would provide very little benefit compared with putting that money toward graphics performance.
Your other components are already suitable for high-end 1440p and 4K gaming. A GeForce RTX 5070 Ti is another option if you specifically want Nvidia features, but I wouldn’t jump all the way to a much more expensive card unless you are committed to 4K, heavy ray tracing, or simply don’t care about value.
My priority is consistent performance in games like Cyberpunk 2077 rather than owning the most expensive hardware. Ultra settings would be nice, but smooth medium-to-high settings are probably enough.
