I'm looking for advice on improving gaming smoothness and 1% lows. My current system has a Ryzen 5 5600 running with PBO and Curve Optimizer undervolting, a Fortis 3 air cooler, an RX 7800 XT, an MSI B450 Tomahawk, 32GB of DDR4-3200 CL16 memory, and a 650W Gold-rated power supply. I play mostly single-player AAA games, MMOs, and some FPS titles at 1440p on a 180Hz monitor. Average performance is usually playable, often around 80–100 FPS, but CPU-heavy scenes can cause sudden drops to 30–40 FPS and inconsistent frametimes. CPU usage also frequently sits between 80% and 100% when I try to keep the GPU fully utilized. I have already tested another 2x16GB memory kit and saw the same behavior, so the issue does not appear to be caused by using four memory modules. CPU temperatures are generally around 60–65°C. I'm considering either selling the current CPU and motherboard and moving to a used or new i5-14600K/KF with a DDR4 B660 or B760 board for roughly $400 after the sale, or keeping the B450 board and buying a Ryzen 7 5800X3D for about $432. AM5 is not practical because DDR5 is currently too expensive where I live. My goal is not 180 FPS everywhere; I mainly want steadier 80–100 FPS performance, better 1% lows, and fewer severe stutters. Which upgrade makes the most sense, and are the cheaper Ryzen X3D options worth considering?

The 14600K would also be a meaningful upgrade, especially in heavily threaded games, but it requires replacing the motherboard and brings higher power consumption and more platform cost. It is the stronger all-around productivity option, while the X3D chips are generally the more convenient gaming-focused upgrade for your existing system.
Look for a 5500X3D, 5600X3D, or 5700X3D if they are available at a reasonable price. The six-core models can still be a substantial gaming improvement over the Ryzen 5 5600, while the eight-core 5700X3D and 5800X3D provide more headroom for MMOs and newer CPU-heavy games.
Before paying that much for the special-edition 5800X3D, check the prices of every AM4 X3D model available locally. A 5700X3D or 5500X3D could offer much better value, and the performance gap may be small enough that the savings are more worthwhile than moving to a new board and CPU.
The 5800X3D is the simplest choice because you can keep your current motherboard and memory. The extra 3D V-Cache is particularly useful in games that are limited by the CPU or suffer from poor 1% lows, so it should improve frame consistency without requiring a complete platform change.

I agree. Since the goal is smoother frametimes rather than chasing the highest average FPS, staying on AM4 with an X3D chip makes a lot of sense.
