I'm currently using a Ryzen 5 5600, but the CPU hits 100% when I stream on Discord while also having a few tabs open in the background during gameplay of Marvel Rivals. My frame rates are around 90-100 at the lowest settings on 1440p, and the stream quality is barely acceptable. Would getting a 5800X3D be sufficient for better streaming performance, or should I hold off and aim to upgrade to an AM5 setup instead?

Definitely prioritize using GPU encoding. In my opinion, going with AM5 is the smarter choice instead of spending money on AM4.
If you're just looking for a temporary fix, consider switching to GPU encoding. Believe it or not, even a GTX 960 can handle 1080p streams without really burdening the CPU, or at least that was the case a couple of years back when I last checked.
What kind of GPU do you have? I ask because the prices for a 5800X3D have risen quite a bit recently, which is surprising.
Honestly, I'd recommend going for the AM5 upgrade if you can. It’s a better investment long-term.
You might also consider the 5700X3D as an alternative.
Opting for the 5800X3D might be more budget-friendly, especially since you could keep your current motherboard and RAM. But in the grand scheme of things, the AM5 route is superior if you can swing it. It really comes down to your budget and what GPU you have to pair with your new CPU.
