I'm currently using a 2080 Super, but it feels like it's starting to show its age. There's a chance to buy a 9070 XT for just 5% above MSRP. Should I go for it, or would it be better to hold off until the market crisis settles down?

I totally agree—5% over MSRP is like finding a unicorn right now! The standard MSRP for the 9070 XT is around $599, so that puts you at about $630. Not a bad price! I'd say jump on that opportunity.
If you need that upgrade to complete your build, go for it! But if you can hold off because your current setup is still functional, you might find it just as satisfying to wait. I've definitely had a couple of moments where I felt like I overpaid, but then I look at my rig and it makes it all worth it.
Honestly, if the 5% above MSRP isn't breaking the bank for you, I'd grab that deal while you can. Nobody can say for sure when the market will bounce back, and 5% on a GPU is pretty rare these days.
