I just got a 5090 graphics card and I primarily game at 4K resolution. I also do some video encoding and transcoding on the side. I'm wondering if it would be worthwhile to upgrade to the 9950X3D just to enhance my 1% lows. Will I actually notice a significant difference with this upgrade?

If you go for the X3D variant, it should give you a good boost in your gaming experience. However, the standard X versions don't really deliver the same benefits, so keep that in mind.
From a performance-per-dollar standpoint, upgrading to the 9950X3D might not be the best choice, but since you've got a 5090, you likely have the funds for it. If you enjoy spending time on your PC and potentially earning from it, upgrading could make sense. You'll see some improvement in 1% lows, but only in specific games, so don't expect a total game-changer.
