Stuttering Issues with My Gaming Setup: Help!

I'm having a frustrating issue with my gaming setup where I'm experiencing noticeable frametime spikes every 1 to 5 minutes, and it's affecting my overall gaming experience. I've tested various games, and it seems to happen consistently across all of them. My frametime graph tends to be stable for a while, but suddenly I get this big spike that causes stutters and drops my low framerates dramatically before everything stabilizes again. I've looked into temperatures, clock speeds, and power usage on both my GPU and CPU, and everything seems to be in order. I'm wondering if this might be related to drivers, but I believe I've tried most of the significant ones without success. Here's my setup:

- Windows 11 Pro
- Upgraded from an Intel 12700k to a 14600k (but both had stuttering issues)
- Two different RTX 5070s (still experiencing the same stutter)
- Corsair DDR4 3200MHz RAM (XMP enabled, passed Memtest)
- Samsung 990 SSD with 1TB capacity (25% full)
- MSI 750W PSU

Does anyone have any tips or ideas on how to solve this problem?

It sounds like it could be a driver issue. Have you tried reinstalling Windows or at least updating your chipset drivers? Sometimes, conflicts in drivers can cause those sporadic spikes.

I've already reinstalled Windows just a day ago and tried some recent drivers like 581.29 and 581.08, but I'm still getting the spikes. What driver would you recommend?

Make sure to check your BIOS settings. Try setting the PCIe to Gen4. It can sometimes help with stability issues, even if the slot appears to be running fine. Just a little tweak might make a difference.

I've tried both Gen 4 and Gen 5 settings already, and I checked with GPU-Z; it's running at 16 lanes PCIe 5. My motherboard is an MSI Z790-P DDR4 WIFI, so I'm pretty sure the slot is okay.
