I'm aiming to create a setup using a few cost-effective components, but I don't mind saving a bit now and upgrading later. Since I'm not planning to game much on it—I've got a PS5 for that—I'd like to know which parts I can skimp on for now. Any suggestions?

Yeah, sticking with cheaper components for now is totally fine. You might want to invest more in things like the power supply and the case since these can affect your upgrade options down the line. The rest can be less expensive and still work well for your needs.
If you're looking for a super budget build, consider going with an AM4 system, like a Ryzen 5 5600X. You can save some cash this way and plan for a bigger upgrade in a few years. DDR5 and AM5 boards are a bit pricey right now, so it'll give you a good path for future upgrades!
My budget would be around 800-900 euros since I'm from Belgium.
