Trouble Reactivating Windows Server Licenses After VM Migration

We recently migrated our virtual machines from ESXi to Hyper-V and knew we would need to renew and re-enter our Windows Server licenses. After using the license once, the Microsoft Admin Center stopped showing it as available, displaying a message that said *"limit reached."* Right now, our license seems to only be in use once, but we need to reactivate additional servers. PAX8 support reached out to Microsoft, but they said they can't help us because the limit has been reached, even though the activation isn't actively in use due to the migration. I've tried to escalate this because the VMs going down are causing us significant downtime, but Microsoft hasn't been responsive and suggested that we buy new licenses instead. In the Admin Center, the license is greyed out, showing only the first four digits. What can we do to resolve this issue?
