Upgrading Domain/Forest Functional Level: Is 2019 an Option and How to Test Beforehand?

Hey everyone! I'm currently working with a domain that has a functional level of 2012 because we used to have some older 2012 R2 domain controllers that are now gone. All our current domain controllers are running Windows Server 2019, and we're planning to introduce two new ones that will run Windows Server 2025. I've heard that I need to raise the functional level to at least 2016 to add the 2025 DCs. So, I have a couple of questions:

1. Is there any drawback to directly upgrading to 2019 instead of going to 2016 first, given that all my DCs are already 2019 or higher? Does a 2019 functional level even exist? I only see references to 2016 and 2025.

2. Is there a method for doing a mock or test upgrade to ensure everything will go smoothly before making any real changes? Thanks!
