Upgrading from an i7-8700 and RTX 1660: What’s the Best Route?

My husband is having a tough time running the remastered version of Oblivion and some other games on his current setup. We're considering either getting a prebuilt system or upgrading individual components. Previously, we upgraded his video card in the Inspiron 5680. I thought the i7-8700 might still be decent, but I'm starting to wonder if we should upgrade that too. We're open to Intel, NVIDIA, or AMD brands. Ideally, we want to future-proof his setup within a budget of $700-$800. Just to note, the PSU we're working with is a Thermaltake Smart 700W.

If you're looking to run games at 1080p with high settings, a GPU like the RTX 3060 would be a good start. It might also be wise to look into upgrading your CPU, as the i7-8700 could bottleneck the performance, especially with newer titles. You might need to get a new motherboard too because the current platform limits your upgrade options. Expect to invest a good amount more if you're upgrading everything!
