Upgrading to RTX 3090 and OLED Monitor but Facing Lower FPS – What’s Going On?

Hey everyone! I could really use some insights because I'm totally confused right now. I recently upgraded from an RTX 3070 to a 3090, and I also switched to a 1440p OLED monitor. I was anticipating a significant boost in performance, especially with the 3090 but strangely, I'm experiencing *worse* FPS in most games compared to my setup with the 3070 on a standard monitor. The only game where I noticed a performance improvement is **Escape from Tarkov**.

For other games like **Apex Legends**, I'm only getting around **60-70 FPS** even on lower settings, **PGA Tour 2K21** is virtually **unplayable** at about **20 FPS**, **Cyberpunk 2077** sits at around **40 FPS**, and **Call of Duty: World at War** runs at **80 FPS**. These numbers are disappointing—I should be easily exceeding 100 FPS in games like Apex and PGA Tour, and at least maintaining 60+ in Cyberpunk with some adjustments.

Here are my specs:
- **GPU**: RTX 3090 (upgraded from 3070)
- **CPU**: Intel i7-12700K
- **RAM**: 16GB DDR4
- **Monitor**: 2560x1440 OLED panel
- **OS**: Windows 11
- **Driver version**: Latest available

What's particularly odd is that my **CPU usage is very low** across the board. Temperatures are normal, there's no overheating, and I did a clean driver install post-upgrade with all relevant updates in place.

Could this be due to power issues, any overlooked settings, or maybe something to do with the new OLED monitor and the resolution? I'm really at a loss here and would appreciate any help or suggestions. Thanks!

Did you try using DDU to completely remove the old drivers? It can make a big difference when switching cards.

What was the resolution of your old monitor? Also, are you sure your power supply is adequate for the 3090? Make sure to check the wattage and how you’ve connected the PSU cables.

This might sound odd, but consider if upgrading to 32GB of RAM could help. A lot of new games are starting to demand more memory.

Going from 1080p to 1440p does impact FPS since 1440p has significantly more pixels. But yeah, the drop in FPS in certain titles is concerning.

What’s the RAM usage like? Is XMP enabled? It's also worth checking if both your CPU and GPU are reaching their expected benchmark scores.
