I've been holding off on an upgrade for quite a while, but I've reached a point where I need to make some changes to play the games I want. My monitor is really strong for my current setup (i7-8700 with a GTX-1070), so I'm finally looking to utilize it properly. Is it feasible to build a rig capable of running Borderlands 4 at 3440x1440p 144Hz with a budget of under $1500?

It might be best to wait until the game is officially released so we can see how it actually performs. Once we have that info, you can make better decisions on what parts to get.
To run it smoothly, you'll likely need an upper-mid-range graphics card with some upscaling and frame generation, but keep in mind that may not offer the best experience in FPS games. It's hard to tell until the game is out, though.
For 1440p, I think a good setup would include something like a 5070 Ti and a 7800X3D. If you keep an eye out for used parts, it looks like you could potentially find a 4070 Ti build that fits your budget too!
