What Could Be Causing My Terrible 1% FPS Lows?

I'm experiencing some really frustrating 1% lows while gaming, regardless of the title. For instance, in No Man's Sky, I can get 100 fps, but my 1% low drops to a mere 4 fps, and the 0.1% low is only at 1 fps. In Battlefield 5, it's a bit better with 140 fps, but still only 15 fps for the 1% low and 5 fps for the 0.1% low. Other games like Control Ultimate Edition and Helldivers 2 also fall under 20 fps for my lows, while The Outer Wilds performs best with a 1% low reaching 40 fps. Some games are nearly unplayable due to the stuttering, specifically Battlefield 5. Here are my PC specs: I've got an ASUS TUF B650 M-E WiFi motherboard, an RTX 4070 Super GPU, a Ryzen 5 7600X CPU, and 32 GB of Corsair DDR5 RAM running at 6000 MHz. My SSD is a Crucial 2TB disk clocking in at 7600 MB/s. I've tried various driver installs, reinstalled Windows 11 several times, updated my BIOS, and ensured EXPO and Resize Bar are enabled. I even checked that my RAM is properly running at 6000 MHz using CPU-Z. I toggled G-Sync on and off and experimented with different power plans. I game on an ultrawide monitor at 3440 x 1440, and I always close other applications while gaming. I've also undervolted my CPU and GPU, but even at factory settings, I'm still facing these issues. I'm really out of ideas, anyone have a clue what could be wrong?

I had something similar happen with my RAM settings. You might want to try disabling EXP or setting up custom timings instead of using the default ones. It made a big difference for me!

It doesn't seem like it's a software issue since you’ve reinstalled Windows a few times. Have you checked the temperatures of your CPU, GPU, or RAM? Heat can cause performance dips!

You should remove any RGB software you have running; they can be real resource hogs. Also, some audio drivers or software can take up a lot of resources too. If you don't really need them, disable TPM or fTPM as well.

With around 150 background processes, that could definitely be part of the problem. What kind of stuff are you installing after you do a fresh Windows reinstall?

Do the games you're playing have options to use DLSS or frame generation? They can often help with performance issues and could improve your gameplay experience.

Have you considered going back to factory settings for your BIOS? Also, using the low latency RAM option could help. Remember, 1440p ultrawide puts a lot of strain on your system. Maybe try lowering the resolution or settings and see if that changes anything?
