I'm building a PC around an RTX 5070 and want a processor that handles gaming, video editing, and other demanding projects without noticeably limiting the GPU. I'd like a strong all-around CPU with plenty of headroom, and my budget for the processor is up to about $650. I'm open to either Intel or AMD, and I'm also wondering how much the choice depends on resolution and graphics settings.

A Ryzen 7 9700X should be more than enough for an RTX 5070 and is a strong all-around choice for gaming and productivity. If you do heavier multitasking or editing, the Ryzen 9 9900X gives you additional cores without needing to spend the entire budget. At 1440p or 4K, either option should keep up well with the GPU.
If you can find it within budget, the Ryzen 9 9950X3D offers excellent gaming performance along with substantial productivity headroom, but it may be unnecessary for an RTX 5070. The Ryzen 7 9800X3D is a more balanced gaming-focused option, while the Ryzen 9 9900X or 9950X makes more sense if editing and other CPU-heavy projects are a major part of the build. Don’t overspend on the processor at the expense of memory, storage, cooling, or the power supply.
Look for the best deal among current midrange CPUs rather than focusing too much on avoiding a bottleneck. A Ryzen 7 7800X3D or 9800X3D is excellent if gaming is the priority, while a Ryzen 9 7900X or 9900X is generally better for editing and other heavily multithreaded work. A 7800X3D paired with a faster graphics card has plenty of performance, so an RTX 5070 should be no problem.

The best choice depends on the games and resolution. At 4K with high settings or ray tracing, nearly any modern CPU is sufficient. At 1080p or 1440p with upscaling and very high frame rates, a higher-end gaming CPU matters more.
