Since I'm on a budget, I'm looking for good but affordable recommendations on a motherboard and RAM that would be compatible with the 9800X3D. Is there anything besides the motherboard and CPU I should consider upgrading?

If you're looking to save some cash, consider the 7800X3D instead. But seriously, yes—you'll need an AMD5 motherboard and at least 2 sticks of DDR5 RAM. Everything else in your setup should work fine.
You'll definitely need to upgrade to DDR5 RAM for the 9800X3D. Just keep in mind that a solid AMD5 motherboard is essential too. MSI boards are great, but avoid AsRock as they can cause issues with the CPU.
What if I wanted to use 4 sticks instead of 2?
I'm a bit curious why you're opting for the 9800X3D, as typically, an Intel setup performs really well with NVIDIA GPUs like yours. You could go with an i9-13900K or even the 14700K for a similar price and get excellent performance. Also, what kind of hard drive are you using?
Just a heads up, you really should add DDR5 RAM. This CPU will struggle in gaming if you don’t make the upgrade. It’ll help you utilize that RTX 4070 properly!
