I'm currently using a Ryzen 7 5700X paired with an RTX 3060. I'm considering an upgrade for my GPU to better match the CPU, but I'm wondering if it's even a good idea. Should I also think about upgrading my CPU at the same time?

Your setup sounds solid! I know a friend with a 5800X who pairs it with a 4070 Ti at 4K, and it's working great. Just keep in mind that your screen resolution matters a lot for GPU and CPU pairing. What type of monitor are you using?
If you're playing at 4K and not focused on multiplayer games, you could go for a GPU below the 4090, like a 4070 Super. That should work well for most titles!
I think you might want to look into at least a 5070 or a 9070. Both of those options would give you more than double the performance compared to the 3060. The 5700X should handle most games well, unless you're targeting 1080p with the minimum settings.
Honestly, if you're not looking for a massive jump in performance, it might be worth saving up for a more significant upgrade instead of just upgrading the GPU now.
I'd say consider upgrading to AM5 first if you want to ensure a good future-proof setup. Otherwise, a 4080 could be a great choice for a solid upgrade!
