My GTX 1650 died after 5 years of use, and the repair shop says I need a new GPU. They offered me a replacement RTX 3080 for $450, but that feels pricey and I want to explore my options. I'm not too concerned about performance since I mainly play CS2 and Warframe, and I'm okay playing at 720p without hitting 60fps (my monitor only supports 30fps anyway). I was thinking about just getting another GTX 1650 since it worked fine for me, but I'd like to know if there are better alternatives for a low price. What do you recommend?

If you're looking for a budget replacement, don't go with the 1650 again. It's really not the best value. Instead, check out used cards like the RX 580 or GTX 1060, which usually sell for around $50. They should do the job and give you a decent performance boost compared to your old card.
Honestly, $450 for a 3080 seems steep unless you really need that power. If you can get a used RX 6600 or 7600, they’re solid options, and the prices for them are usually much lower. Plus, if you can find a used 2060, that could also work well for you!
Good call on looking for second-hand deals! The 2060 is a solid card, and it won't break the bank. Definitely keep an eye on listings.
Given your usage, there's no need for top-tier cards. The GTX 980 or RX 570 are easy to find at lower prices and would handle your gaming without an issue. Plus, it’s a nice upgrade from the 1650 without burning a hole in your wallet.
Nice list! I'm going to check out those options. It sounds like there's quite a few good cards out there for less cash.
Your best bet might be to scour places like Facebook Marketplace for local deals. I found my RX 580 there for $30! Just make sure they’re in decent condition. And I agree, maybe invest a little in a monitor upgrade later on; playing at 30fps isn’t ideal for your eyes!

Totally agree! I picked up an RX 580 for pretty cheap, and it’s been a solid upgrade. Definitely worth considering instead of dropping cash on something new.
