I'm currently using an i5 9400f paired with a GTX 1650. I'm planning to upgrade to an RX 9060 XT with 16GB of memory, but I know there will be some bottlenecking. I mainly play story mode games and not multiplayer ones. I'm curious about how much of a bottleneck I can expect from my current CPU when I make this graphics card upgrade, especially since I'm waiting to upgrade to AM5 until RAM prices go down.

This is really about what you experience during gameplay rather than some blanket rule. Each game or application will make use of your components in various ways, so your performance can fluctuate. I suggest checking your GPU utilization in-game to see if the GPU or CPU is the limiting factor for your performance.
The level of bottleneck can really vary from game to game. There isn't a fixed percentage for how much one CPU bottlenecks a specific GPU because every game utilizes components differently. Just keep that in mind when you upgrade and test.
