I was given this PC a few years ago, and it was high-end around 2016. It still performs well once a game is running, but booting, opening browser tabs, and launching games can take 10–15 minutes. I'd like to make it feel more responsive without spending around $2,000 on a new graphics card. Current specifications: Intel Core i7-7700K, 64 GB DDR4 RAM, 1 TB Samsung 980 Pro SSD, and two NVIDIA GeForce GTX 1080 graphics cards running in parallel. Task Manager often shows the CPU working hard, so I'm wondering whether the processor is the main bottleneck. What upgrade would make the biggest difference?

A graphics card upgrade won’t explain extremely slow booting or long application launch times. Since the system already has a fast SSD and plenty of memory, I’d first check startup programs, Windows health, free drive space, malware, and whether the system is spending a long time in BIOS before Windows loads. A clean Windows installation could make a bigger difference than a GPU upgrade.
The processor is upgradeable only within the older LGA1151 platform, and the worthwhile options there are limited. Moving to a newer CPU and motherboard is generally better value than trying to find an expensive used chip for the current socket. Also, a CPU upgrade alone won’t normally cause 10–15 minute startups, so diagnose that issue separately.
The 7700K platform is several generations old, so a meaningful CPU upgrade would require a new motherboard as well. You could reuse the 64 GB of DDR4 with a compatible newer platform, depending on the parts you choose. Current-generation GPUs would also be substantially faster than the GTX 1080s, but the best choice depends on your resolution, games, budget, and power supply.
If your main goal is gaming performance rather than faster booting, almost any modern midrange graphics card should outperform a pair of GTX 1080s in many newer games. However, multi-GPU support is inconsistent, and replacing the two cards with one newer card is usually simpler. Keep the existing RAM if the new platform supports it, and check the power and case requirements first.
Before buying anything, list your exact motherboard and power-supply models and decide on a realistic budget. If you replace the CPU and motherboard, make sure the board supports your existing memory; otherwise, you may need new RAM too. An upgraded graphics card may require a stronger power supply, often around 850 W depending on the model.
