Why not stick with your current AM4 build and add to your budget for a more powerful AM5 upgrade later? Upgrading to AM5 involves changing the motherboard, CPU, and RAM, so it might be easier to just start fresh. Plus, your 3070 Ti should still work well at 1440p, although there are better GPUs now for higher performance.
I’d recommend upgrading in this order: first, the GPU; then the CPU, motherboard, and RAM together; and lastly, everything else. This way you'll get the best performance boosts without wasting your budget.
