I'm looking to boost the performance of my gaming rig, especially for running Arma and similar titles. My current specs are decent, but I'm struggling with performance on newer games, often only getting around 40fps on low settings. My CPU is an AMD Ryzen 7 7800X3D, and I'm currently using a GeForce GTX 970 GPU, which is pretty outdated by today's standards. I've upgraded my GPU and power supply before, but I'm new to changing out other parts. I have a budget of about $2,000 for upgrades, and I'm open to going up to $3,000 if necessary. What should I focus on upgrading?

You really need to get a new GPU. Running that 7800X3D with an 11-year-old GTX 970 is a huge bottleneck for your system. Look for a newer model like the 5070 Ti or even a used 4090 if you can find one. Don't forget to check your power supply; an 850W Gold rated one should be the minimum, but aiming for 1000W is a smart move.
With your 7800X3D CPU, the biggest limitation right now is definitely your GPU. The GTX 970 is very outdated, so upgrading to something like an RTX 5080 could significantly improve your performance. Just make sure your power supply is up to the task; if it's below 850W, you might want to replace it as well.
Definitely focus on your GPU first. You're underutilizing that great CPU with such an old graphics card. Your performance issues are primarily due to that bottleneck. Also, ensure you have a good enough power supply; an ATX 3.1 compatible one is recommended.
