What should I upgrade in my old PC for better gaming performance?

I'm currently using an HP Z440 workstation that has an Intel Xeon E3-1650 v3 CPU, an Nvidia Quadro P2000 (5GB), and 32GB of ECC RAM. I've benchmarked some games like Assassin's Creed Odyssey and Call of Duty: Modern Warfare Remastered (2017) at max settings and noticed that my CPU is running at around 30% (Odyssey) and 70% (Call of Duty), while my GPU is maxed out at 99% in both games. I'm considering upgrading the GPU, but I'm worried about potential bottlenecking issues. Any thoughts on what I should do?

A used RTX 2070 Super could be a solid upgrade for you, but keep in mind that your CPU may hold back some performance. Just be aware that it's a bit older tech now, but it could still handle many modern games well.
