I'm considering making an offer of $800, but I'm unsure if that would be taken as an insult. I've noticed that many PC parts might increase in value soon, so I'm contemplating an upgrade. The system has a Ryzen 7 9700x paired with a 5070ti, 32GB DDR5 RAM, and 1TB of storage. For some context, my current setup includes an RTX HOF 3090, Intel i9-11900kf, an Asrock Z590 pro motherboard, a 1TB SSD, and 16GB of DDR4 RAM. I'm curious if this upgrade is worthwhile or if I should just tweak my existing rig a bit. Thanks!

First off, just to clarify, which Ryzen 7 are we talking about? And honestly, I think your $800 offer is a bit low considering the 32GB DDR5 RAM alone can run around $500 these days. It might still be a decent package, even if you just want it for the components.
