I recently took over a system running ArcServe ShadowProtect, but I've noticed it lacks some crucial features I expect from a disaster recovery solution. I'm looking for recommendations on a better backup tool or solution that's more reliable and feature-rich these days. Any suggestions?

If you're looking at Veeam or Datto, definitely consider adding cloud storage into the mix. Just a heads up, make sure not to integrate either into your domain.
I'm interested to know what gaps you're experiencing with your current setup. Veeam, paired with three repositories, isn't flawless but is getting better! I use a 24-bay SSD for my main on-site backups, plus a QNAP for an off-site copy and iDrive for cloud storage. It's cost-effective and reliable.
For our on-prem workloads, we use Rubrik, and for M365, we opted for Druva. Veeam is a popular choice and has its advantages, but it does have some limitations to be aware of.
I'd recommend checking out Veeam and Druva as they could offer more functionality than what you currently have. It really depends on what you're backing up; are you considering more Disaster Recovery as a Service (DRaaS) options and where you'd like your disaster recovery to be located?
I've been using Veeam here, and I used it at my previous job too. It's great! I've also tried Vinchin, which works well for backups. Both are solid options that you might want to consider.
