I'm trying to surprise my brother with a better graphics card for his birthday since he's still using his GTX 1070 from years ago. However, I'm not sure which newer GPU would be the best fit for him. Also, do I need to consider any other components that might need upgrading to support the new card? Thanks for any advice!

If your brother is into newer games, he might need more than just a new GPU. Depending on the CPU and motherboard, aiming for something in the 20 or 30 series might be better, but some demanding games like Cyberpunk could still struggle unless he upgrades his whole rig. A gift card to a PC store might also be a great way to let him choose himself!
Before you buy a new GPU, it's worth checking out what CPU he has. If it’s a bit outdated, upgrading the GPU might not help as much since the CPU could bottleneck performance. If it's an i7 from around that time, like the 6700 or 7700, it should be decent, but you might need to look at other components too if you go for a high-end card.
The timing of the birthday and budget are key here! If you're looking at around $350-400, a 9060 XT with 16GB could be a solid choice. Just keep an eye on the actual prices since they're often above MSRP. And since his birthday isn't until August, that's plenty of time to look for deals!
