I'm looking to upgrade my old 1070 setup and found a 2080 Ti listed for a great price. I'm considering using the AMD Ryzen 5 9600X because it fits my budget, but I want to know if it would be a good match for the 2080 Ti. I'm also curious about the Ryzen 5 5600X or 7600, so any advice would be appreciated!

If your budget allows, I'd suggest considering the AM5 platform. Even with a 2080 Ti, a Ryzen 5 7500F should be sufficient if you want to keep costs down.
Honestly, the 2080 Ti isn't the best option currently, especially if coming from a 1070. It's based on outdated tech and can run hot. Unless you're getting it super cheap, I'd think twice about it. Good luck with your build!
