I've gradually upgraded my PC over the years and am now considering replacing my Ryzen 5 3600. The current system has 64GB of DDR4-3200 memory, a Radeon RX 6700 XT, a B450 Tomahawk Max II motherboard, several SSDs, a 650W power supply, and a 144Hz LG Ultragear monitor. I mainly use it for gaming and have noticed occasional performance issues in some games. The Ryzen 7 5700X3D costs around $300 where I'm shopping, so I'm unsure whether it's worth spending that much or whether there are better-value AM4 options. I'd like this to be my final major upgrade before eventually moving to AM5 or a newer platform in a few years. What CPU upgrades make the most sense, and what benefits should I expect?

That said, since you’re seeing occasional issues and are comfortable spending the money, the 5700X3D is a sensible final AM4 upgrade. Your 650W power supply should generally be adequate for this CPU and an RX 6700 XT, assuming it’s a decent-quality unit.
A regular Ryzen 7 5700X isn’t a particularly compelling gaming upgrade from the 3600. Although it has more cores, its smaller 16MB L3 cache means gaming performance can be fairly similar in many titles. It would make more sense for heavily multithreaded work than as a pure gaming upgrade. The 5700X3D, or a cheaper X3D chip if you can find one from a reliable seller, is the better direction.
